Chung-Lun Shen is a Distinguished Professor at the College of Law, National Chengchi University in Taiwan. He earned his S.J.D. from the Indiana University Maurer School of Law (Bloomington) in 2006. Since then, he has dedicated his research to significant issues in intellectual property law, with a specialized focus on patent law. To date, he has published over 85 articles in prominent Taiwanese law journals, as well as in select U.S. and European publications. In addition to his academic research, Professor Shen is a distinguished lecturer for the Taiwan Intellectual Property and Commercial Court and the Intellectual Property Office, where he provides expertise on international and comparative patent law trends to judges and patent examiners. He also applies his expertise to legal practice as a member of the Petitions and Appeals Committee of the Ministry of Economic Affairs, where he reviews appeals regarding patent and trademark administrative decisions. Professor Shen has been instrumental in legislative reform; from 2021 to 2022, he served on the Committee for Amendment of the Intellectual Property Case Adjudication Act under the Judicial Yuan. This Act, which took effect on August 1st, 2023, aims to streamline IP litigation through improved evidence investigation and expert witness protocols. His international academic contributions are extensive. He is a member of the International Association for the Advancement of Teaching and Research in Intellectual Property (ATRIP) and an affiliated faculty member of the Center for Intellectual Property Research at Indiana University. Furthermore, he serves as a peer reviewer for several indexed journals, including the Biotechnology Law Report (SCIE), Asia Pacific Law Review (SSCI), and the Asian Journal of WTO & International Health Law and Policy (SSCI). Professor Shen has also the experience as a contributor to international legal scholarship. He was recently invited to author the "Intellectual Property Law in Taiwan" chapter for the Elgar Concise Encyclopedia of Asian Law (forthcoming). In late 2024, he was also invited by Professor Jorge L. Contreras to contribute a chapter titled “Sony v. Iwncomm: The First Chinese FRAND Injunction in the Wake of China’s Go-It-Alone Standardization Policy” for the book FRAND and Standards-Essential Patents, to be published by Edward Elgar in 2026. His ongoing research focuses on developing a workable framework for patent damages to inform future amendments to the Taiwan Patent Act. He is currently preparing an academic treatise that synthesizes his extensive study of patent damages theory and Taiwanese judicial practice. His work is supported by the National Science and Technology Council (NSTC), including projects on permanent injunctions (2022–2023), anti-suit injunctions regarding SEPs (2023–2024), and patent claim construction to evaluate the patent infringement (2024-2027). Beyond these projects, his 2020–2022 research explored the impact of emerging technologies—such as 3D printing and cross-border e-commerce—on patent infringement. From 2023 onward, he has expanded his academic focus to the interaction between artificial intelligence and intellectual property law.
